Services concession: public service delegation for the operation of urban passenger transport services in nîmes métropole
The purpose of the consultation is to delegate the management and operation of public transport and mobility services in nîmes métropole.The services covered by this delegation are defined by the delegating party and include in particular the following missions: the implementation of a transport plan on the territory of nîmes metropolis, this plan including in particular the operation of tango lines, in direct production or in subcontracting; the search for efficiency in the production of the network (improvement of commercial speed, etc.) the signing of subcontracting contracts and management of relations with subcontracting companies; personnel management; upkeep and maintenance of the property made available by nîmes métropole or the delegate; the supply and financing of the means and equipment necessary for the operation of the service which would not be made available to it by nîmes métropole; management of relations with users, design, proposal and implementation of marketing actions; proposals relating to the adaptations of the network, in terms of offer (layout of lines, frequency, etc.), pricing; management of the contractual and commercial relationship with users (including in particular reception, information, distribution of tickets, management of complaints); the collection of revenue on behalf of the delegating party and their repayment under the conditions provided for in the contract; the production of various information media, network plan, website, etc.; the display and maintenance of information and signage at all stopping points; carrying out commercial and network promotion actions aimed at developing network traffic; the implementation of an anti-fraud policy aimed at reducing fraud on the network; the implementation of actions to guarantee the safety of users; the maintenance of the systems necessary for the proper functioning of the network that it either financed by the delegatee or the delegator; management of bus stations; advice and expertise to the delegator; the operation and management of self-service bicycle rental services from 2025 (if option 1 is exercised, see consultation)
